Convert Cisco 8800 enterprise phones to MPP firmware
Engage. Execute. Deploy. — for desk phones that were stuck on CUCM-only firmware.
If your Cisco 8800-series handset (including CP-8851, 8841, 8861, 8811, and related models) still runs enterprise firmware, it will not register to LightningArrows Voice or other third-party SIP systems until you convert it to Multiplatform (MPP / 3PCC) firmware.
This guide is for people doing that conversion online, step by step.

Important
- License is bound to the phone MAC. It does not transfer to another handset.
- This is the path for third-party / other call control (Asterisk, ITSP, LightningArrows).
- Free Webex Control Hub migration is a different path and is typically Webex Calling–only — do not use that if you want LightningArrows Voice.

Step 0 — Do you already have MPP?

On the phone menus
- Press the Applications / Settings key.
- Look at the title of the screen:
- “Applications” → usually enterprise firmware.
- “Information and settings” → usually MPP firmware.
- Open product / phone information:

Step 1 — Collect identity before you claim the license
Write these down from the sticker under the phone or Status screens:

MAC formats with or without colons are fine when Cisco asks — just stay consistent and accurate.
Step 2 — Order and claim L-CP-E2M-88XX-CNV=
- Purchase one
L-CP-E2M-88XX-CNV=per 8800 phone (Cisco partner / authorized distributor). - Wait for the e-delivery / claim certificate email (PAK — Product Authorization Key).
- Sign in to Cisco Software.
- Complete the Smart Account + classic PAK path below (Cisco’s UI changed — details matter).
- Generate / publish the Enterprise → MPP license for this phone’s MAC.
You should end up with a license available to the phone (Cloud Upgrader path) and/or a downloadable .lic file. Keep that Cisco.com account — you will use it on the next step.

Step 2b — Smart Account, Cisco License Central, and classic PAK (field notes)
Cisco has two licensing UIs that people mix up. For desk-phone E2M conversion you usually need both in sequence.

Important: On the new CLC Order Inventory screens you often will not see a button labeled “Get PAK” or “Get licenses.” That is normal. CLC assigns the order to a Smart Account; LRP (or Cloud Upgrader) is where classic conversion licenses are fulfilled against a MAC.
A. Get into the right Smart Account
- Sign in with the Cisco.com ID that should own the license.
- If you were invited, you may receive email such as “Your Smart Account access request was approved” with a Smart Account name and domain identifier (example shape:
example.smb— yours will differ). - Open CLC Overview.
- At the top, select your Customer Smart Account (not a random partner-only view).
- Prefer a simple Virtual Account such as DEFAULT unless your org requires another VA.
Without Smart Account access, Order Inventory can look empty even when the partner already booked the SKU.
B. Assign the e-delivery order to that Smart Account
- Open Orders → Order Inventory:

L-CP-E2M-88XX-CNV=(description like Convert 8800 series Enterprise phones to MPP Firmware). - Start assignment to your Smart Account (wording varies: assign order, assign product line, etc.).
- You may walk a short wizard, for example:
- Select accounts for the product line
- Select accounts for Cisco branded service
- Review
- On Review, confirm:
- Smart Account = yours
- Virtual Account = DEFAULT (or your org’s VA)
- Correct order identifier
- Buttons are often only Back and Assign → click Assign (not Back).
- Success looks like: assignment request has been submitted (you may get a request ID).
“Submitted” ≠ phone unlocked. It only attaches the order to the account so you can fulfill the classic license next. Wait a few minutes, refresh inventory, and confirm the line shows L-CP-E2M-88XX-CNV= (not blank product columns forever).
C. Where “Get Licenses” actually lives (LRP)
- Go to Cisco Software Central (the main hub — not only CLC overview).
- Find the tile Traditional Licenses (PAK-based and other device licenses).
- Click Access LRP.
- In LRP (official flow summary):
- Open Get Licenses on the PAKs or tokens area
- Choose From a new PAK
- Enter the PAK from the claim email or the sales order (SO) number
- Select Smart Account / Virtual Account if asked
- Assign to device → enter the phone MAC (and serial if requested)
- Submit until Registered / Fulfilled

D. Phone-side license fetch (what the handset is waiting for)
Important: Firmware can already show MPP / 3PCC while the phone still nags “Provide the migration license.” That means the handset has MPP code, but calling is still locked until the classic .lic is applied. Loading the migration license is a separate step from the firmware flash.
After classic LRP fulfillment, many MPP loads poll a Cloud Upgrader license URL shaped like:

Example shape only: …/e2m/AABBCCDDEEFF.lic — use your MAC from the sticker (no colons, uppercase).

On Info → Status → Product Information, success looks like Transition Authorization Type = Classic (non-empty). Empty = license still not loaded.
Also ensure the phone has working DNS (static IP with blank DNS is a common failure). Primary DNS can be your router; secondary something public (e.g. 8.8.8.8).
D2. Manual load when Cloud Upgrader still 403
If LRP has emailed/downloaded a .lic (named like AABBCCDDEEFF.lic) but the cloud URL is still 403:
- Host the file on any HTTPS server the phone can reach (same LAN HTTP is fine for lab).
- Set Transition Authorization Rule to that exact URL (must return the raw
.licbody, not HTML). - Set Transition Authorization Type = Classic.
- Submit → wait for download status → reboot if needed.
- Confirm Transition Authorization Type is no longer blank on Status.
Optional (ops): drop the file into the LA lab inbox and run the apply helper so the phone rule is pointed at the hosted copy automatically.

E. Cloud Upgrader (parallel UI)
For third-party / other call control (LightningArrows Voice, Asterisk, ITSP — not Webex-only):
- Start at upgrade.cisco.com
- Prefer the other call controls / 3rd party E2M path when offered:
upgrade.cisco.com/e2m_converter_3rd
Do not use a Webex Calling–only free migration if you intend to register the phone to LightningArrows Voice.

Step 3 — Convert the phone (recommended: Cloud Upgrader)
Network for conversion

Run the wizard
- On a computer, open https://upgrade.cisco.com (Cisco Cloud Upgrader).
- Sign in with the same account that holds the license.
- Choose Enterprise → Multiplatform for other call control (third-party SIP), not a Webex-only migration if you plan to use LightningArrows Voice.
- Enter the phone MAC and complete eligibility checks.
- Follow prompts. The phone will download transition firmware and apply the license.
- Do not unplug power or Ethernet until the process finishes (may reboot more than once).
Manual alternative
If Cloud Upgrader is not available:
- Download Enterprise→MPP transition firmware from Cisco (link in the license email / software center).
- Host firmware + license on HTTP or TFTP on your LAN.
- Follow Cisco’s E2M instructions: cs.co/E2M-guide.
Most home and small-office users should prefer Cloud Upgrader.
Step 4 — Verify conversion succeeded
After the final reboot:
- Settings title should look MPP-style (“Information and settings”).
- Status → Product information (wording may vary): product name like
CP-8851-3PCC. - From a PC on the same LAN open
https://PHONE_IP(accept the phone certificate warning if needed). - You should see Voice / Ext 1 with fields such as:
- Proxy
- User ID / Auth ID
- Password
- Display name
- And/or Provisioning → Profile Rule
If the UI still looks like CUCM-only enterprise and the model never shows 3PCC, conversion did not complete — re-check MAC on the license and Cloud Upgrader status.
Step 5 — Register to LightningArrows Voice
Conversion only unlocks standard SIP. Dial tone still needs a seat:
- Order Desk Voice — $7.50/mo ≈ $0.25/day (or Office for multiple seats).
- After checkout, use the SIP credentials or provision profile URL we send.
- Paste into Ext 1 (or set Profile Rule) → Save → reboot if prompted.
- Line status should show Registered.
- Complete e911 address workflow before real outbound calling.
